Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are released from various governments. Considerable effort is devoted on containing particular approaches. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from Russian territory, a capability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons roared overhead – modern combat jets supplied to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems activated: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by Western nations. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: maybe the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and additional electricity failures.
Persistent Threats
Not long after, a heavy machine gun engaged a drone somewhere nearby, part of a defensive team – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its destination.
Intermittently, this carried on until dawn. Kyiv awoke to the morning news: several casualties, damage and heating outages in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a reliance that European nations are demonstrably unable to replace in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new approach from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, endure.
Tactical Assessments
It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration operates on a principle understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The American government believes that it is unfeasible to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's occupied territories.
The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not change more in its benefit in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but preventing a entire defensive failure until conditions improve in its benefit.
Present Conditions
Realistically, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: political desires to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
